Internal Complaints Committee

Making Smiles

The Internal Complaints Committee (ICC) at Nilgiri College of Arts and Science is an obligation under which one must be adhered to obey rules and regulations for smooth working of the institution. The Internal Complaints Committee is the initial in-house body which must be approached for filing of a complaint relating to individual, institutional or any other aspects. The Internal Complaints Committee plays an important role in the functioning of the provisions of the Government Act and to ensure the fulfillment of its objectives. The major functions of the Internal Complaints Committee involve implementing the policy relating to the prevention of sexual harassment, ragging, narcotic, and grievance.

In compliance with the instructions of central and state government agencies and guidelines issued in implementation of Supreme Court Judgments on the subject of institutional workplace complaints, this institution had duly constituted a Internal Complaint Committee. It consist of Anti-Ragging Committee, Anti-Sexual Harassment Cell, Anti-Narcotic Cell, and Grievance Cell. The structure of Internal Compliant Cell is explained below.

ANTI-RAGGING COMMITTEE

In view of the directions of the Supreme Court to prohibit, prevent and eliminate ragging, this Institution has step-up an Anti-Ragging mechanism by way of adequate publicity through various mediums. According to government agencies, the ragging is a an act that violates or is perceived to violate an individual student's dignity which is a criminal offence as per the Supreme Court verdict and an offence under penal code. So, any conduct by any student or students whether by words spoken or written or by an act which has the effect of teasing, treating or handling with rudeness the freshers or any other students is considered as ragging. In addition, institution is keen to observe rowdy or undisciplined activities by any student or students which causes or is likely to cause annoyance, hardship, physical or psychological harm or to raise fear or apprehension thereof in any fresher or any other student.

Ragging in all its forms is totally banned in this institution including in its departments, constituent units, all its premises (academic, residential, sports, cafeteria  located within the campus). Strict action including but not limited to criminal proceeding and/or cancellation of admission against those found guilty of ragging and/or of abetting ragging would lie on the perpetrator  and not on the victim. An offence of Ragging may be charged either on a written complaint by the affected or on independent finding of the Anti Ragging Squad.

ANTI_SEXUAL HARASSMENT CELL

The Sexual Harassment of Women under the Workplace (Prevention, Prohibition and Redressal) Act in India was enacted in the year 2013 with threefold purposes;

1. Providing protection to women against sexual harassment at the workplace,

2. To prevent sexual harassment

3. To provide a redressal mechanism for complaints relating to sexual harassment at the workplace

The Act recognizes that sexual harassment of women results in the violation of fundamental rights granted to women under the Indian Constitution. Right to Equality guaranteed under Article 14 and 15 and Right to live with dignity under Article 21are the rights that are affected due to sexual harassment faced by women at the workplace.

In pursuance of the sexual harassment of women (Prevention, Prohibition and Redressal), the Institution established a separate cell under the Internal Complaints Committee (ICC) to take necessary and immediate actions. The procedure complies with the basic principles of natural justice and fair play and has to be adhered to in all complaints, though, in individual complaints, for reasons to be stated in writing, the ICC reserves the right to take actions.

ANTI_NARCOTIC CELL

The Nilgiri College of Arts and Science is following strict control to use and handle Narcotic products within the premises of the institution in the context where extensive use of narcotics within and outside educational institutions has become a serious concern. We observed that drug dealers target students both as carriers as well as clients, so it is high time for teachers and parents to work against and eradicate this evil force.

The highly energetic youth can be guided by educating and at the same time by warning against the adverse effect of narcotics. With this intention, the institution has formed Anti-Narcotics Cell to aware the students community and give them proper guidelines. Following are the major objectives of Anti-Narcotic Cell:

  • To ensure a drug free campus
  • To engage the students in anti- narcotic activities
  • Motivate students to become volunteers of anti-narcotic activities in their life.
Grievance Cell

The Grievance Redressal Cell at Nilgiri College of Arts and Science attempts to address genuine problems and complaints of students whatever be the nature of the problem. The Grievance Redressal Cell has been formed solely to provide solutions for the grievances of the students which arise then and there. The students are fully free to submit their grievances regarding academic or personal matters. Students are encouraged to use the suggestion boxes placed in the campus to express constructive suggestions and grievances.Students are requested to note that making a complaint is serious and therefore they are to use this power in a responsible manner. At the same time, the college assures students that once a complaint is made, it will be treated with sensitivity and confidentiality.

 This cell is to maintain a fair, unbiased and consistent system for redressal of various issues faced by the students. To ensure strict confidentiality so that students approach the Grievance Redressal Cell without the fear of any vindictive activity. The cell convenes periodic meetings and takes steps to redress the grievance.
